A permanent discount, written into the title
Discount Market Sale, often shortened to DMS, is an affordable home ownership product delivered through a council planning agreement. The home is sold at a fixed percentage below its open-market value, at least 20% under national planning policy, and that discount is secured against the title. When you come to sell, the same percentage passes to the next eligible buyer, so the home stays affordable.

Check the local criteria
Eligibility is set by the council that granted planning permission, not by Verto. Criteria usually cover a local connection to the parish or district and being unable to buy a suitable home on the open market. Some councils add key-worker criteria.

Find an eligible plot
Where one of our developments includes Discount Market Sale plots, they are shown on that development page along with the discount that applies to the site.

Apply to the council
The local authority assesses your application and confirms your eligibility in writing before a reservation can go ahead.

Speak to a broker early
Not every lender offers mortgages on Discount Market Sale homes, and some ask for a larger deposit. A broker who knows the product will save you time.

Reserve and complete
You buy at the discounted price. Your solicitor registers the restriction on the title alongside the transfer, and the keys are yours.

A fair resale
When you sell, the same percentage discount applies to the market value at that time, and your buyer must meet the council criteria.
